Windshield Wipers Are Out To Kill Us!

WHY IZZIT...that just when you NEED your windshield wipers to work, the only one that does is the one on the PASSENGER side!!! And the driver's side stays clogged with ice, slush, and ya can't see worth a you-know-what! I had to stop - in the middle of the highway - THREE TIMES and get out to chip the ice off the driver's windshield wiper...the passenger side was fine. This happens ALL THE TIME. Frustrating, ain't it? Any idea why this phenomenon occurs over & over again?
