The rule has been and always will be, no cars on the Island. Vice President Mike Pence wasn't walking around on Mackinac Island during his visit, though.

Motorized vehicles have been banned from the island since, well since forever.  When President Ford and his wife paid a visit to the Island, they took a horse and buggy to the Grand Hotel.  Vice President Pence did not follow protocol.

Over the weekend, Pence traveled from the Mackinac Island Airport to the Grand Hotel with a motorcade of 8 vehicles. Those vehicles were surrounded by law enforcement on bicycles.

Many have said that safety was not an issue, and some folks on the Island had no problem with it. Obviously someone felt he needed that protection. Just glad I was not there to see it on my lovely Island.
