In 2003, Governor Granholm kicked off the "Cool Cities" program.

In the late 1990's/early 2000's, we are told that things seemed to become bleaker in Lansing, causing - among other factors -  MSU grads to flee the area once they graduated. Thus, the impetus for the "Cool Cities" initiative, to revitalize not just the city of Lansing but the people as well.
